According to the Pentagon documents, the use of fund for warfare against India was with the knowledge of the then Bush administration. It provided $1.9 billion in foreign military financing (FMF). It even came down to an agreement with Pak for military sales that was worth about $5 billion during the period.

The documents of the Pentagon also revealed that a good part of the post-9/11 American defence supply to Pakistan under foreign military financing had nothing to do with its fight against terrorism.

It is a fact that the Taliban and al-Qaida gained ground in the border areas of Pakistan and Afghanistan, Islamabad purchased eight P-3C Orion maritime patrol aircraft and their refurbishment that was worth $474 million. Islamabad also placed orders for 5,250 TOW anti-armour missiles that was worth $186 million.
