<p style="text-align: justify">In the evening, people will lit up bonfires to mark this festival. People will offer their prayers to Lord Agni seek his blessings for ample crops and prosperity. Lohri celebrations turn bigger if a child had born. The festival also thins out the discrimination between girls and boys.</p>
<p style="text-align: justify">For some it is a sacred occasion but for the new generation it is almost like a carnival. Many restaurants, in Punjab as well as in Delhi, have arranged special menus for this occasion.</p>

If the contractor fails to do so, then he has to lose a part of his monthly payment. In the next couple of month, the Punjab PWD and building and roads department will float a tender to award the work to improve and maintain 6 roads of the Sangrur-Mansa-Bhatinda area. The road totals 203 km and the cost of the project is approximately Rs 750 crore.</p>
<p style="text-align: justify;">Under the system, the contractor has to maintain roads for 10 years and the performance of the contractor will determine his monthly payment. The model is an improvement over NHAI&#8217;s and state PWD&#8217;s existing system. According to officials of the World Bank, the Punjab model can be followed by states such as Gujarat, Maharashtra, Karnataka and Orissa.</p>

<div id="_mcePaste">Chandigarh, May 25th :With the state government writing to the Central government for providing them the funds for starting the metro project, city residents’ dream may come real, said deputy chief minister Sukhbir Singh Badal on Tuesday.</div>
<div id="_mcePaste">The private company that had conducted a feasibility survey in the city had submitted an estimate cost of Rs 9,000 crore with expenditure of Rs 200 crore per kilometre for the city’s 29-kilometre line. The matter came to light when in order to check the feasibility of starting the service in city, a team of Delhi Metro Railway Corporation (DMRC) comprising joint general manager RG Sharma and executive engineer (XEN) Sreeniwas visited the city in September 2009.</div>
<div id="_mcePaste">The city residents had been waiting for a long time for the starting of the service but despite several surveys nothing had been so far but with the announcement that it was possible it has spread jubilation.</div>
<div id="_mcePaste">Along with this, the state government’s is going to start various development projects costing up to Rs 1,000 crore for improving the infrastructure in the next year. The deputy chief minister also put the foundation stone of the Pratap Chowk flyover that would be completed by May 2011 with the cost of Rs 24 crore and would provide great relief to the traffic coming from the Delhi side. The road along with the military camp from Sherpur Chowk would also be extended from 44 feet to 86 feet at a cost of Rs 95 lakh.</div>
<div id="_mcePaste">He also informed that the residents would also get relief from the massive power cuts by December because they were going to spend around Rs 650 crore on the upgradation of the transmission system. The city bus service would also begin in December and they would launch around 60 air-conditioned super deluxe buses.</div>

<p>Chandigarh, 18<sup>th</sup> May: The Government of Punjab has decided that the laws be amended to ensure equal rights for women in ownership of land and tenancy. According to these amendments, adult daughters would be entitled to permissible area in the same manner as adult sons of a landowner under the Punjab land Reforms Act, 1972.</p>
<p>Under the existing law, after the death of a tenant only male descendents, mother or widow were entitled to get tenancy rights. This was found discriminatory against women, said an official spokesman.</p>
<p>The Cabinet at its meeting here under the chairmanship of Chief Minister Prakash Singh Badal had also decided to approve the changes in the Punjab Security of Land Tenure Act, 1953, and the Pepsu Tenancy and Agricultural Lands Act, 1955.</p>
<p>According to these amendments, if a tenant after his death leaves behind no male lineal descendents then a woman descendent would also get the tenancy rights, said a spokesman of the Government of Punjab.</p>

<p>Punjab, March 3 &#8211; Chief Minister Parkash Singh Badal had expressed his desire to construct a nuclear power plant, or at least vying a share in a mega nuclear plant in another state to cope up with the power shortage in the state. He said this while laying a foundation stone of the 1,320 MW Rajpura thermal power plant.<br />

Earlier Punjab government resisted the nuclear power plant in the state because of the population density. However, when neighboring state Haryana and later on other states bagged a status of nuclear plant, the state can no more resist the temptation and demanded one. Although with this new thermal power plant, deputy CM Sukhbir Singh Badal was hoping that it would supply enough power and state therefore wouldn&#8217;t need any nuclear power plant.</p>
<p>Earlier at a public rally after the foundation stone laying ceremony, CM announced that after the construction of thermal plant electricity would be cheaper and be supplied uninterrupted once the envisaged power projects in the state began production. At present 19,80 MW Talwandi Sabo thermal plant and the 540 MW Goindwal power plant work is on the progress and after that work on the Rajpura thermal plant had also started, and would be completed in four years at a cost of Rs 9,000 crore by Larsen and Toubro.</p>
<p>Mr. Badal also blamed Congress for lack lustre attitude towards power production for many years in the state. </p>
<p>“Our regime has started work on three mega power projects in three years of its rule,” he said.</p>
<p>Later on Larsen and Toubro chairman A.M Naik affirmed that the project would come up early and could be completed less than 48 months official time. He also gave another proposal to expand the Rajpura plant for another 660 MW at a cost of Rs. 4,500 crore. </p>

<p>Punjab, Feb. 25 &#8211;  To set an example of government fast initiative, Punjab government  returned original property worth Rs. 4.5 crore to their owner. It was reported that the properties were stolen and later on recovered by Punjab police. Most of the people are disillusioned by the common practice to run from pillar to post for recovering their property after these are stored  in malkhanas (store-houses of police stations).<br />

Parkash Chand whose property was stolen 15 days ago, received Rs.40 lakh in case from state deputy chief minister Sukhbir Singh Badal late Wednesday in Patiala.</p>
<p>&#8216;It is an old practice where stolen property, recovered by police, keeps rotting in malkhanas (store-houses of police stations) with owners moving from pillar to post, to get the physical possession of recovered property. Therefore, I had directed the police to get permission of the court for an immediate release of stolen property,&#8217; said Badal. </p>
<p>Mr. Badal further said that government wanted to change the public perception about the process of Punjab police and  to increase self believe. Every district would organize such operation, once every three months and  to return back all the properties to their owner that were recovered in the last quarter.</p>
<p>The property returned comprised Rs.2.19 crore in cash, gold jewellery worth Rs.1.21 crore, 6 trucks including one loaded with rice worth Rs.31 lakh, 29 cars including luxury SUVs worth Rs.71 lakh and 59 motor cycles and two-wheelers worth Rs.19.25 lakh. </p>
<p>Besides, electronic gadgets including laptops, computers, LCD screens, cameras, mobile phones and air-conditioners worth Rs.9 lakh were also returned to their respective owners. </p>

<p>PUNJAB, India: Congress leader Sajjan Kumar will soon appear before Delhi High Court as 31 appeal cases involving 98 riot accused, which were hanging in courts since 1996, will come up on January 6. This is indeed a great news for the victims of 1984 anti-Sikh riots whose doggedness might prove fruitful after years. Though a depressing news for Congress leader when Delhi Lt. Governor showed a green signal.<br />

“These criminal appeal cases originated from one case, involving an incident of loot and arson in East Delhi area in November 1984, which was decided by the then sessions judge, SN Dhingra, in 1996. Now, the cases are slated to come up on January 6,” said Delhi-based noted lawyer HS Phoolka, who is helping the riot victims in legal cases.</p>
<p>Under section 436 of IPC, all accused in these cases were convicted for causing harm by fire, or explosive substance with a resolute to tarnish properties etc. There were all fined Rs. 5000 each.</p>

Bawa, well-known for the vibrant use of colours in his paintings, was in coma following a brain haemorrhage three years ago. He was survived by his daughter &#038; son. </p>
<p>Born in Dhuri in Punjab in 1941, Bawa studied at the College of Art in New Delhi. He obtained a diploma in silk screen printing from the London School of Printing, Essex. From 1967 to 1971 he worked in London as a silk screen printer.</p>

			<content:encoded><![CDATA[<p>Three eminent Sikh religious musicians were thrown out of a US Airways flight after the pilot refused to fly with them on board in California, a leading US-based Sikh group alleged on Wednesday. The three, Gulbag Singh, Davinder Singh &#038; Iqbal Singh, had boarded the plane in Sacramento on November 15 after being cleared by the security.</p>
<p>In a complaint letter to the Airways, &#8220;United Sikhs&#8221; protested the incident &#038; warned it of legal action unless prompt amends are made. The group pointed to the severity of racial profiling &#038; discriminatory treatment &#038; sought an apology &#038; compensation for the three &#038; offered training for US Airways staff.</p>
<p>The three, who had boarded the plane for Salt Lake City, Utah, were sitting together in the rear of the aircraft, in their assigned seats. After having been on the plane for approximately 10 minutes, they were approached by one of the ticket-reception desk workers &#038; asked to exit the plane. While none of the three could adequately comprehend or speak English, the group complied &#038; exited the aircraft, the United Sikhs said.</p>
<p>When it became apparent that the group was unable to converse with US Airways representatives, a Punjabi interpreter was called to assist. The interpreter informed Iqbal Singh, on behalf of the US Airways representatives, that the pilot was refusing to fly if they were onboard the aircraft.</p>
